I’m specifically looking for something that can both add text and works well with a stylus + tablet (specifically a surface pro). The best I’ve been able to find is Okular, but it’s been very finicky for me, especially while editing text. Is there anything better, or does what I’m looking for just not exist yet?
Xournal++ if you need to edit pdf, Rnote if you need to take notes (it has infinite canvas like onenote). You may also want to check Krita, it is primarily a drawing application, but can draw on pdfs as well (not very practical tho)

For me Okular is the dog’s. If you have snags with it, why not file some bugs? There are several links here: https://okular.kde.org/contact/
Yeah, I’ve used Okular for a while now on my desktop and it’s generally been fine (definitly far better than GNOME’s pdf reader), but I’ve found it’s text insertion routine to be a bit finicky (although it’s possible I may have missed a better way to do it), and I don’t think it’ll work well on a tablet. I will still give it a shot though once I can!
I didn’t even know there are Linux tablets out there…
Well, I’m putting it on a Microsoft Surface Pro (which really is just a tablet with an optional well-integrated attachable keyboard, and I’m only really going to be using it as a tablet). Due to it being a Microsoft device, it doesnt completely work out of the box with Linux, but there are a few projects out there to help it do so (like this).
