It actually says UN-authorized. No dumping that was authorized by the UN. Probably a North Korean dumping site.

Sir, I concur to your well-articulated argument. It has opened my eyes and now I can see the future bright and clear. Such a well-spoken person could never be a troll nor trying to rage-bait. I feel humbled.
