I think they used to be holding them somewhere else, then that got bombed. For some reason they decided to move back to the regular place.
I saw a video that covers the war that explained that yes, they did in fact bomb the backup site first. Then they waited for daytime to blow up the main one to make sure they got officers after the idiots moved back there.

However it is not a surprise that a country you invaded would strike a specific building full of naval officers with missiles…
