In August 1918 bolshevik russia lost the Battle of Lake Baikal to the Czechoslovak Legion. Czechoslovakia proclaimed independence only on 28th October 1918. And as a bonus: the legion did that using captured russian ships.
Also, TIL there was a battle on Lake Baikal, which, for the unacquainted, is mostly known outside of Russia for being an impossibly deep freshwater lake with a goddamned species of seals.
Imagine trying to enforce a blockade when you can’t even win a Naval battle against a country without any warships.
