update: i did a big stupid, it doesn’t require orban’s signature, it requires hungarian president signature. for ~2wk up to yesterday hungary had no president, and now there is acting president László Kövér. however it all really depends on orban as is usual

The CIA has been operating in Ukraine since around the time of Russia’s 2014 Crimea invasion? I hope so. They aren’t doing their job if they didn’t. Say what you will about what the CIA does in general, but this is exactly what they’re for.
